             In order to absorb the "2·23" major production safety accident lessons of Xiwuzhumuqi Banner, solve the problems that some metal non-metallic mining enterprise managers do not understand professional and will not manage, and improve the safety management level of mining enterprises. The Inner Mongolia Autonomous Region Government has recently managed Rules, strict management of metal non-metallic mining enterprise managers.
 
             On February 23, 2019, a major vehicle injury accident occurred in the underground of Xiwuzhumuqiqi Yinman Mining Co., Ltd., causing 22 deaths and 28 injuries. The Inner Mongolia Emergency Management Department reported that the accident investigation found that the manager of Yinman Company was not at the production site of the mining enterprise at the time of the incident, and that there was no effective control over the outsourcing project construction unit, and there was a package that was not managed, and was escrowed by the package, and passed on the responsibility of safety production. The manager has many problems such as failing to fulfill safety production responsibilities according to law.
 
             The “Management Rules for Metal Non-Metallic Mining Enterprise Managers in Inner Mongolia Autonomous Region (Trial)” issued recently has raised the threshold for the operation of metal non-metallic mining enterprise managers (including general managers or mine managers), clearly stipulating that they should have six conditions and enjoy five Item rights, which require that the manager of the enterprise should have a technical secondary school degree or above and a professional technical title above the intermediate level, or obtain a qualification for a non-coal mine registered safety engineer, and work in a metal non-metal mine for more than 8 years or continuously. He has served as chief engineer, production deputy manager, and safety deputy manager for more than 3 years.
 
             According to the management rules, the metal non-metallic mining enterprises should, within 10 days of hiring the manager, report the relevant information to the county-level emergency management department where the enterprise is registered, and the flag county-level emergency management department should Strengthen supervision and inspection of the implementation of management rules. For those that are not implemented in accordance with the management rules, the county-level emergency management department shall order the enterprises to make corrections within a time limit.
